JAMES EDWARD MINNOCH James Edward Minnoch, 74, of Manchester, died at his residence on July 13, 2004. He was born in Utica, NY on February 16, 1930, the son of the late John Kinlock and Evelyn Teressa (Neale) Minnoch. He graduated from Wittenberg College in Springfield, Ohio, majoring in Political Science, where he graduated with an A.B. degree in 1955, interrupted by U.S. Army intelligence duty during the Korean War (1951-1953). He received his MS degree in Urban Planning in 1957 from the University of Illinois and worked as Assistant City Planner in St. Paul, Minnesota. After earning his MA degree in Public Administration at the University of Minnesota in 1960, he accepted a Directors position with a Philadelphia consulting firm. He was named Planning Director for the City of Manchester, NH in 1963 until 1967 when he accepted the position of Executive Administrator of the Lowell, Massachusetts City Development Authority. He was a professor of government at St. Anselm College before accepting the position of New Hampshire State Planning Director in Concord. In that position he simultaneously served on many boards and commissions and was on executive loan to the Federal White Mountains National Forest for two years. He was later appointed Deputy Director of the Office of Emergency Management for reorganization purposes from which he retired in 1992. An avid sailor, he authored over 100 boating articles which were published in every boating/yachting magazine; two books were also published. He holds a U.S. Coast Guard captains license. He also acquired a land pilots license and a seaplane rating. During his retirement, Mr. Minnoch became a World War I history buff and regularly contributed articles to The Great War Society journal and the Western Front Association journal recently being the keynote speaker at the Great War Societys annual convention in Kansas City, Missouri. He leaves his wife, Cecile (Brisson) Minnoch of Manchester, and one daughter, Sarah Neale (Minnoch) Hill and her husband, Michael of London, England; their three children: Avery, Carson, and Spencer; two sisters, Phyllis Strernberg of Grand Terrace, California, Dianne (Toby) Lahti of Ashtabula Ohio, and two brothers, John Minnoch of Jupiter, Florida, and Sterling (Bob) Minnoch of Ashtabula, Ohio. A memorial gathering will be held at Phaneuf Funeral Homes and Crematorium, 243 Hanover Street on Monday morning from 10:00 to 11:00 with a memorial service to follow in the funeral home chapel at 11:00.
