KATHLEEN KAY W. WARD
FORMER LEGISLATOR
LITTLETON, NH Kathleen W. Ward, 76, passed away at the Grafton County Nursing Home on November 21, 2004.
Kay was born a daughter to William and Margaret (McAllister) Whelpley on August 9, 1928 in Brooklyn, NY. She attended Littleton High School, Class of 1946.
Kay was elected to the New Hampshire State Legislature as a Representative and served with distinction for twenty years. During that time she served as Chairperson of the Ways & Means Committee, Chairperson of the Executive and Administration Department, Chairperson of the Regulated Revenue Committee, was a multi-term member of the House Appropriations Committee, and a House Representative to the NH Retirement System. Kay served as the Grafton County Treasurer from 1990 to 2002 and for her exemplary efforts in that position, she was awarded a plaque of appreciation by the 27 State Representatives of Grafton County and honored with a proclamation by Governor Shaheen.
President Nixon appointed Kay, in 1969, as New Hampshires sole Representative to the National Small Business Administration Board. In 1970 Governor Walter Peterson appointed Kay as the first Vice-Chairperson of the New Hampshire Status of Women Committee. She also served as an unpaid volunteer as a North Country Constituent Service Representative for the former Congressman James Cleveland from 1963 to 1983.
Kay received numerous awards in recognition such as the Norris Cotton Award for Republican of the Year in 1990, the NH Country Treasurer of the Year Award in 2001, and the Littleton Citizen of the Year Award in 2001.
Kay also served on the Commerce and Consumer Affairs Committee, the State and Federal Relations Committee, and the Joint Legislative Facilities Committee, as well as President of the State Federation of Republican Women.
In addition to her political career, Kay was the co-owner with her husband, and the treasurer of Ward Mechanical Contractors, Inc. from 1964 to 1983. In 1976 Kay developed the street level of her Littleton Main Street building into Wards Emporium, a successful mix of six stores, which she operated until 1982. She also was the owner of Wards Hallmark from 1978 to 1990.
Kay served as a member of the Littleton Catholic Daughters for over 50 years, was Treasurer of the Littleton Babe Ruth League, served on the Littleton Town Budget Committee, was Chairperson of the Littleton Surplus Food Program, and was a member of the Colonial Club. She was a strong advocate for the elderly and served as the Vice Chairperson of the Grafton County Senior Citizen Council. Kay was the Director of the Swiftwater Girl Scout Council, Director of Blue Cross and Blue Shield, and chairperson for one term for the New England Telephone Advisory Committee. Kay was very active and instrumental in many phases of Littletons growth.
Kay had three passions in her life, which were her family, community and public service. Kathleen was an individual with energy, engaged intellect, high personal standards, and direct communication skills.
Surviving family members include one son, Brien Ward of Littleton, NH; two daughters, Candice Austin-Ward of Pittsburgh, PA, Mary Lee Ward of Concord, NH; and 5 grandchildren. Her grandson, John, is now following in his grandmothers footsteps as a newly elected Representative to the NH State Legislature as of the recent election held this month. Her husband, John Ward, predeceased her in 1980.
SERVICES The family will receive friends on Tuesday evening, November 23rd from 6:00 to 8:00 p.m. at the Pillsbury Funeral Home, 101 Union Street, Littleton. A Mass of Christian Burial will be held on Wednesday, November 24th at 10:00 a.m. at the St. Rose of Lima Catholic Church with Rev. Fr. John Fleming as Celebrant. Burial will follow in the St. Rose Cemetery.
